That humane activity is not lacking, hardly needs to be emphasised. The large charitable institutes, such as Poor Houses and Orphan Asylums, are mostly in the hands of the town, but the State and Society also do a great deal in this field, and the humanitarian Institutions increase and improve from year to year.
